Regulatory assurance

Regulated social care services in Wales operate within the framework established by the Regulation and Inspection of Social Care (Wales) Act 2016 and the regulations applying to the particular service.

CIW’s current approach places importance on outcomes for people and on the evidence generated through care delivery, leadership, management and provider and Responsible Individual oversight. Its 2026 quality-of-care-review guidance also links provider review with RI visits, Annual Returns and Statements of Purpose.

Oxara can review whether those arrangements operate coherently and whether the available evidence demonstrates effective oversight rather than procedural compliance alone.

Inspection findings and improvement

Where CIW has identified concerns, Oxara can independently examine the findings, supporting evidence and proposed response.

The purpose is to establish what the evidence demonstrates, where weaknesses remain and whether proposed actions address the regulatory concerns identified.
