Oxara is instructed where a transaction, property decision, regulatory question or formal proceeding requires specialist care-sector scrutiny beyond conventional financial, legal or property analysis.

Our role is to establish the relevant clinical, operational, regulatory or premises position independently, define the evidence supporting that position and report it in a form appropriate to the decision or proceeding. Each instruction is led by the director whose expertise best matches the matter.

When Oxara Advisory Services are instructed

An advisory instruction may be appropriate where:

  • an acquisition, investment, lending or restructuring decision requires independent assessment of regulatory and operational exposure;
  • the condition or regulatory suitability of a care service must be established independently before a transaction proceeds;
  • a care property is being acquired, converted, developed or recommissioned and its suitability for the intended regulated service must be tested;
  • conventional property due diligence does not address the operational or regulatory implications of the proposed care model;
  • litigation, tribunal or other formal proceedings require independent clinical, operational or regulatory opinion;
  • appointed legal, financial, transaction or property advisers require specialist regulated-care analysis outside their own professional scope.

Independent assessment of premises suitability and regulatory readiness for care-property acquisitions, conversions, developments and recommissioning, complementing the work of appointed surveyors, valuers and other technical advisers.

Digital Healthcare Due Diligence

Independent regulatory and operational due diligence for digital healthcare acquisitions and investment, examining CQC position, clinical governance, remote prescribing, digital clinical safety and operational risk.

Expert Witness

Independent clinical, operational and regulatory opinion for litigation, tribunal and other formal proceedings where specialist care-sector expertise is required, subject to a separately agreed expert instruction and applicable professional duties.

How advisory instructions are handled

Each engagement begins with a conflict and independence check and a discussion of the decision or proceeding the work must inform. The engagement letter defines the scope, instruction lead, evidence requirements, deliverables, reporting status, intended audience, timetable and professional boundaries.

Oxara reports within its clinical, operational and regulatory expertise and does not duplicate the role of appointed legal, financial, valuation, surveying or other professional advisers. Expert witness instructions are separately scoped where the applicable duties and reporting requirements differ from consultancy work.

Provide a brief outline of the matter, the organisations or properties involved, the decision or proceeding the work must inform and any relevant deadline. A director will respond regarding conflicts, scope, reporting requirements and availability.
